		<description>In looking at the House version, the Effective Date is stated as:

Except as otherwise provided in this Act, the provisions of this Act shall take effect 12 months after the date of the enactment of this Act and shall apply to any patent issued on or after that effective date.

Therefore, you have to look to the specific provisions.  For example, the changes to Sec. 273, Special defenses to and exemptions from infringement, apply to any civil action commenced on or after the date of enactment of the Act.

Under Section 6, Post-Grant Procedures for Reexamination:  Notwithstanding any other provision of law, sections 311 through 318 of title 35, United States Code, as amended by this Act, shall apply to any patent that issues before, on, or after the date of enactment of this Act from an original application filed on any date.

For Post-Grant Opposition Procedures: The Director ... shall, not later than the date that is 1 year after the date of the enactment of this Act, issue regulations to carry out chapter 32 of title 35, United States Code, as added by subsection (e) of this section.  The amendments made by subsection (e) shall take effect on the date that is 1 year after the date of the enactment of this Act and shall apply to patents issued before, on, or after that date, except that, in the case of a patent issued before that date, a petition for cancellation under section 321 of title 35, United States Code, may be filed only if a circumstance described in paragraph (2), (3), or (4) of section 322 of title 35, United States Code, applies to the petition.

Patent law might not need reforming, but something definitely needs to be done to eliminate the terrible backlog and reduce the number and cost of frivolous lawsuit based on trolling and patent hoarding.
